Step 1
First, open Photoshop and make a new file (File > New). Then, open the layers palette (Windows > Layers) and create new layer by clicking that square icon next to the trashcan. Set that to multiply. This is a shortcut way to making line-art.

Primo, Aprite photoshop e fate un nuovo file. Quindi aprite la palette dei livelli cliccando su quel quadrettino vicino al cestino. Settatelo su Multiply. E' una scorciatoia per fare line art :P
Step 2
Here I've sketched out two eyes using the brush tool in Photoshop. I used only 'Hard Round 5 pixels', it is a default brush. The lines are gently and slowly sketched to get the darkest parts of the eyes. Try not to use too thick a brush as it would look unnatural. Use a thin brush then keep layering the lines to get the textured effect. It might take awhile but it will look great!
Step 3
A: When you've finished, make a new layer BELOW the first layer we made in Step 1. Leave it as normal. It might be a good idea now to name the layers as you like so you won't get confused (double click on the layer to name it).
B: Now to start painting! Go to the brush tool and select 'Airbrush Pen Opacity Flow 19'. This brush is soft yet goes hard according to the pressure on your tablet. You can try other soft brushes if you like but for this tutorial, let's try this one!
C: Here you can change the size of the brush.. I changed it to 17.
Step 4
Now let's get some colors! Start from a light color then work to a dark color. You can make a color palette here if you like, as I have done. This gives you an idea on how to control the shades of color. I like green eyes because there are so many shades, and I usually go from yellow to dark green.
The eyes on the right will be blue, and there I go from a light sky blue to a dark ultramarine blue.
Try to choose colors from the red part of the color picker, these colors are usually fresher and brighter. The colors in the green parts have grey in them and it looks a bit dull and unsaturated. Eyes are windows to the soul so they should look fresh and bright!
Step 5
Using the lightest color, color the bottom part of the eye. Then use a medium color and paint the middle, letting it fade all the while.
Step 6
Now use a dark color and draw the pupil, it should be perfectly round and totally in the middle of the eye. Use the same color to blend into the eyelids and around the top of the eye. Careful not to blend too much though!
If the image looks too small, use the zoom tool to blow up the pic.
Step 7
Now keep blending the colors. The top of the eye and the pupil should be the darkest (I chose an even darker green from the color picker), and a fresh medium color for below the iris. You don't have to use all the colors in the palette, you can keep picking new ones from the color palette, and don't worry if you paint over the light parts, just repaint it.
I also purposely painted a little bit out of the lines to give it a soft look, but make sure its not too much!
Keep blending will you get a nice 3D shape.
Step 8
Now, select a color that is darker than the pupil and paint the pupil. Now the eye should look more prominent. You can also use this color to darken the eyelids and the line beneath the eye. At this point you can also use the blur tool to slightly blur the colors or blue any sharp or unsightly lines in the line-art. This will give the eye a soft and romantic feel.
Don't overuse the blur tool though, keep some parts sharp so it won't look TOO soft.
The eye still looks dead and boring, so let's spice it up!
Select a small soft brush (hardness should be 0%) and using a variety of dark and medium colors, paint little flakes around the bottom. Vary the size and color, don't make it all the same. After you're done, use the blur tool and gently blend it all together. The green eye is un-blended, the blue eye is blended using the blur tool. You can see the difference between the two styles, and its up to you whether or not you want to blend it.
Step 10
Now for the fun part.. highlighting! Create a new layer ABOVE the line-art layer, this will allow you to paint over the line-art. Then use a sharp brush and paint the little highlights. Remember not to overdo it!
For the all important big highlight at the top of the eye, use a soft brush and gently paint from a medium to light then to white. This will create a much more realistic glow.
Step 11
This step is optional, but if you feel the colors aren't bright enough or you want to give it more zest, use the dodge tool. Set it to 'highlights' and keep the exposure low. Then you can go over the eye and add color differences, etc. But remember that the dodge tool is very easy to misuse, so use it sparingly.
